The policy work by Koch follows in many aspects the approach of the Imperial College. Additionally, in [Krel 95,Koch 97,KKK 96] policies are structured in a hierarchy of three levels: refinement level, goal-oriented level, and operational level. The description at each level varies resulting from the different level of detail in the policy development.
