5.4 Classification of Metapolicies

In this section, a developed classification for areas of metapolicies is introduced and presented.

Using policies for the purpose of policy management often begs the question of how they can be brought into a well-understood structure. This is essential for many reasons, such as locating, reviewing and reusing a policy, or understanding the side effects during a change and test phase. Also, people who are affected by a policy should have the chance to see and understand the reason for this policy which is important for a high acceptance rate or in order to get feedback [Goh 98].

In the following, we will describe aspects that metapolicies must cover and classify them into management areas. These areas have a strong relationship to the states and supporting processes of the policy life cycle. The processes deal mostly with very different areas, so a classification related to the policy life cycle and the supporting processes provide metapolicies with a good structure enabling the writer and user to have a straightforward mapping from a metapolicy area to the affected parts of the policy life cycle.
